Hadi is Chief Executive Officer and Chairman of Cite Group, with ultimate responsibility for the group’s strategy, capital stewardship and governance framework. As Co Founder, he has led the evolution of the business into an integrated property investment and development platform operating with disciplined capital management.
He oversees group level capital allocation, portfolio construction and risk management across the full capital stack. While capital structuring and execution sit within the executive team, Hadi retains overarching responsibility for investment discipline, performance oversight and long term value creation.
With more than 25 years’ experience across financial management, development structuring and cross border investment, Hadi brings a systems driven approach to growth. He works closely with capital partners, private investors and institutions to ensure each project aligns commercial return with asset quality and enduring outcomes.

Rami Inaty
Executive Director and
Head of Capital
Rami leads capital strategy, funding execution and investor engagement across Cite Group. He is responsible for structuring equity and debt solutions, managing capital relationships and overseeing financial performance reporting across the portfolio.
Working within the group’s investment framework, Rami evaluates acquisitions, stress tests feasibility assumptions and designs capital stacks that balance return objectives with prudent risk management. His role spans equity raising, debt procurement, financial modelling oversight and ongoing capital partner management.
With more than 25 years’ experience across corporate finance and international banking in Australian and global banks, Rami brings deep expertise in structured finance, credit assessment and financial governance. His disciplined and analytical approach underpins Cite’s ability to deploy capital responsibly, manage risk across cycles and support scalable growth.
Rami holds a Master of Commerce from the University of Sydney and a Bachelor in Banking and Finance.
Moe Jaara

Moe leads metropolitan development strategy and delivery for Cite Group. He is responsible for acquisition execution, planning coordination and project realisation across the metro portfolio.
With more than 30 years of experience in development and construction, Moe combines commercial instinct with disciplined execution. He plays a central role in identifying and negotiating opportunities, translating feasibility into built outcomes and ensuring projects are delivered in alignment with financial and governance frameworks.
Moe oversees consultant coordination, planning pathways and construction interface across the metro pipeline, with a focus on delivery certainty, risk management and asset quality.
Moe holds a Bachelor of Business from the University of California, Irvine.
Luke Scobie
Executive Director Head of Property and
Regional Developments
Luke brings more than 25 years of experience across property development and construction, contributing to the delivery of over $1 billion in residential and commercial projects across multiple market cycles.
He has operated across the full development lifecycle, representing contractors under head contracts, acting as Superintendent and client side project manager, leading complex rezoning processes, structuring project level funding and joint ventures, and overseeing projects from acquisition through to completion. This breadth provides a practical understanding of risk, cost, programme and delivery that informs strategic decision making at board level.
Luke leads Cite Group’s regional growth strategy, identifying and securing large scale landholdings structured as multi stage precincts with integrated activity areas and coordinated infrastructure.
He oversees master planning strategy, planning pathways and delivery frameworks across the regional portfolio, working closely with landholders, investors, councils and government agencies to structure commercially viable and deliverable outcomes. His focus is on aligning strategic planning objectives with market demand while ensuring infrastructure, staging and capital deployment are realistically sequenced.
